Modders can do the job doesn't necessarily need MSs approval, we just need the proof that WP8.1 can somehow run on android hardware.
MS won't approve it. WP8.1 is a close source, licensed OS. Anyone who manages to port it, should expect a law suit at the least if MS plays by the books.

So, at this point MS is already on Anroid territory, so were is the ROM to install on my S4....
