Is it possible to develop application for windows 10 mobile in windows 7 pc?

Nope for windows 10 UWP or windows mobile 10 as only target device you need windows 10 sdk which are only compatible with windows 10 with vs 2013 update 5 or vs 2015. And you need at least windows 8.1 to develop applications for windows phone 8.1 and windows 8.1 devices either universal or as standalone ons.
