SP4 Charger Issues

Having a weird issue with my charger; it seems to not be able to charge my SP4 and cell phone at the same time. When my SP4 is charging and I plug my phones charging cable into the charger's USB port, neither device charges steadily and frequently shows "on battery" Anyone else experiencing this or do I have a defective charger?

Which phone? And what settings do you use for the surface? High brightness, intensive apps etc.

And are you charging your phone using the surface via the USB port?

A Galaxy S6 plugged into the USB charge-port on the Surface charger. There are no apps open on either my Surface or phone

I have the same issue with my Surface Pro 3. If I plug my phone into the Usb port on the charging block it will charge for a few minutes then stop.
