Speech does not work in my WP 8.1

I have a l520 running WP 8.1 update 1.What sort of reason speech does not work in my WP even when it is set to use speech "always" and run even under lock screen

I would just stick up with Cortana(us).my issue is that when I receive a message my phone would automatically ask me to read it or ignore which does not happen in WP 8.1
