Start menu not appearing, search bar not working and notification center is also dead ?

I tried
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
it did not work.

Have you tried restarting your phone with power+volume down keys?

Personally I would go for a Windows PC reset/recovery. If all else fails format the HD and reinstall from scratch.
