"Starting Download" stuck on 950 / win 10

Can someone please help with this? a friend of mine got a Lumia 950. After his first one he had to return to the store because it was sucking down battery for over a week like a drunk at an open bar wedding. This one, the second one, will not do any updates nor download any apps. It just sits there at "Starting Download" ... I have found very little information about this online. Having gotten rid of my own 950XL (battery and stability issues) I am ready to tell him to just go get an android. here are the steps taken so far:

(1) soft reset w/ airplane mode on and cellular/wireless off
(2) connect to store with just data (cellular)
didn't work, so
(3) see #1
(4) Connect to store with only wifi
didn't work

Next step? Please don't say hard reset. This is a BRAND NEW PHONE in which nothing has been restored to. Also I have chekced his microsoft account and he has no license issues.

Hard resetted. At least the thing is downloading apps now. Before that though, he told me it had already told it was low on space (it had 6GB used out of 32GB) ... after reading the 40000 posts about that problem, I decided to start over. This has been a disaster of a rollout of 10 Mobile, and its updates..

I got the same problem, all downloads are now pending, sometimes it says completed but they are actually not installed when I check my App-list. Logged off and on from the Store without sucess and I have just done a hard reset yesterday- i dont want to do it every day for a new issue coming up!

Maybe anyone knows of another way to fix this? Thanks!

Same problems here with a new 950: storage space warning (even if I have plenty of space) and starting download stuck (Store App).

I may have a hint!!
I have just changed the storage settings and now I can pause/cancel the downloads in the Store App.

Storage settings, SAVE LOCATIONS:

- phone: new apps and new downloads

- SD card: new music, pictures and videos

The only things that I have changed is the save location of the new downloads from SD card to this device.
I don't know if this will solve all the problems without also a hard reset but it's a start!

Let me know if this is working!

Now... I have a crazy question: was the phone trying to save the app upgrades on the SD card?????

I have the same problem with a 640 on insider preview. It started out as only a few apps, then a couple of system apps, now I'm being told the phone is low on storage when I have a couple of gigs to spare and nothing will update. I'd like to avoid hard resetting all the time too.

I have exactly the same problem. I bought MS Lumia 550 a week ago. I immediately downloaded all the apps I wanted, and it worked fine. Two or three days ago, I was notified that some apps can update (Calculator, Alarms etc), but it couldn't, it only says 'starting download'. Also, when I try to download other apps, it says 'Starting download', and on the app list on start screen 'pending' but nothing really happens. ALSO, I noticed an update is available (10.0.10586.29), and it also 'starts' downloading, but nothing really happens. If anyone knows a solution for this problem except hard reset, please let me know, this is really frustrating. I will insert some screenshots on this reply. Btw, I also have low storage problem (it notifies me about low phone storage, but it really isn't low).

When I did that, 'starting download' thing disappeared, it's showing pause/cancel, but it doesn't solve the problem. But it sort of helps!
