I recommend you to download any keyboard(settings-> keyboard ->add a keyboard) which is like 1 or 2 Mb and let it install . It will install with spinning gears ( like phone update ) and it will clear all the unwanted cache files .. If this didn't work , hard reset is the only go .

I found Whatsapp to be one big reason ( I don't know if there are any other reasons).I have to uninstall and reinstall Whatsapp every 10 to 15 days on Windows 10 mobile.I find that it increases to 500 MB very fast then even more, though I keep on deleting chats and pictures.I do not back up chats either. This never happened when I was on Windows 8.1 .Deleting temporary files does not help me,only uninstalling and reinstalling Whatsapp helps.

the whatsapp storage increase used to happen on 8.1 too for me. Whenever you download any image, video or audio file in whatsapp, the app stores a local copy which you can't access. Uninstalling means those local copies are removed. The same behaviour can also be seen using the old instagram beta app

Yes it would happen in 8.1 but not as much as in WM10. In 8.1 after 3 months it would be about 180 MB approx. In WM 10 it reaches 500 MB within a week if not sooner.I have turned off 'Save incoming media' in Whatsapp settings. But that does not stop the app size from increasing. Also I am not a heavy Whatsapp user, only one group and few regular contacts .I may be wrong but has the problem increased after the whatsapp encryption update ?
I do not use Instagram,so don't know about that.

I recently uninstalled whatsapp and after 2 weeks, the size has gone up from 40MB to 42.2MB. So I'm not sure why your whatsapp size rises so fast.
