I have been having issues with apps like the Weather app, Email app and PDF Reader app opening on their on and after checking the Microsoft Answers I have noticed a lot of people with the same issue.
If you have Store apps opening, close out all Store apps and open Task Manager. Under Processes\Background Processes check to see if Application Frame Host is running. This is the window that Store apps run in and not sure why but this process does not close and as long as it stays running apps will mysteriously load.
I have been ending the process and noticed that apps no longer pop open and though not a fix, stopping it will keep them from popping up on their on. Hopefully Microsoft will fix this behavior.
