Streaming from OneDrive on limited data

A stupid question probably, but I'm old so... I want to store a few of my favourite movies on my OneDrive so I'm not using up space on my hard drive. However, where I'm living (i.e the dark ages) doesn't have unlimited data (about 240gb/month) so my question is, am I using data to stream the movie from OneDrive every time I watch it? Even though I can see it sitting there in a folder on the desktop? A buddy said you can "make them available offline" does that mean it's downloaded back to my pc?

The file is stored remotely "in the cloud" and yes you would be streaming it each time. IF there is an option to make the file available offline that WOULD make it so the file does not have to stream, HOWEVER it would then be saved locally on your hard drive and take up space there.
