Surface book keeps trying to boot from USB

I disabled USB boot from the bios but it keeps trying to boot from USB when I have my external hard drive plugged in. This very annoying. Anybody else have this problem?
 
Does your external drive have an OS partition on it? The windows bootloader may be looking for bootable drives, thus presenting you with a choice on boot if your drive is indeed bootable.
 
No. Sometimes I don't even have an external hard drive plugged in it. Just a USB hub and it will try to boot from USB anyway. It gets stuck and just stays on the surface screen until I unplug whatever is in the USB slot.

Interesting... I wonder what MS support would have to say about this. Clearly something is wrong here... ? (then again, this device seems quirky as heck and almost nothing surprises me at this point).
