Don't know if this has already been discussed. What if Microsoft has kept a surface phone quiet just so that could shock everyone, and maybe that's why there are no details about the o.s.

Not gonna happen (yet). They'll probably release a surface phone in the future. But no way they'll do it right now and screw over the other oems THAT badly.
 
Unless they can payoff someone at the FCC to keep quiet, probably not happening. Not this month anyway.

I will just say that MS would have such a device in the works given the history of the Surface and how they needed a touch-device for showcasing the next OS. The same premise will occur with the phone, and that's what MS is hinting anyway.

My real question is this though: why do it? MS does not need to wake the allies it has in this space. Nokia and HTC are fighting for their very lives, it will be crazy of them to be business as usual.

Except look at how many about to be released WP8 phones apparently just now went through FCC certification. Seemed too fast to be believed, so maybe I'm missing something.

Perhaps Microsoft would release it as unlocked and unbranded only, and fully compatible with all carrier frequencies. That way they address the exclusivity issue, while at the same time not really competing with their partners due to non-subsidized pricing. As for outside of North America, that's a different ball game.
