Surface rt 8.1 not syncing themes and account pic

So, after upgrading to 8.1 on my PCs and surface, the last 2 weeks I noticed that the surface theme and account pic are not updating. All Sync settings are turned on in the settings. Anyone seen this? Hoping I don't have to factory reset it...

Yep, I've seen this too. My laptop and desktop wont sync but my desktop and my Surface does. But I'm also dealing with this Secureboot message on my laptop so I suspect until that is resolved, I can't get a full sync.

I did a factory rest. It fixed it. Although, it took me forever just to sign in to my ms account.
