My oldest daughter has a Microsoft Surface with Windows 8.1 Pro. She has no idea what version of surface it is. Would I be able to install Windows 10 pro retail 1809 on the Microsoft Surface?

, Windows 10 works fine on my Surface Pro 1. Iirc you just have to follow some steps but should work, check this:

It works fine on my Surface Pro 2 too. So you should be fine to install it also.
