surface1 won't recognize network

2 users on Surface 1. One can log in with network access, so we know the Surface can see the network. For other user, Surface says Offline, log in with last password used,

Since last password used was former Hotmail password used months ago, since User 1 had Surface elsewhere, user 2 cannot remember what Hotmail password was then.
User 1 says there is no way to create another username on this Surface.

Should User 2 (the owner) junk this Surface and go to Android tablets from now on?

The device is not the problem. It's because User 2 cannot remember password. User 2 needs to sign into his or her Microsoft account on another system and reset his or her password.

The device is working fine.
