I was downloading a keygen and maybe with it I downloaded a virus, now the laptop restarts as soon as I log in, before I can delete or uninstall the file the laptop restarts. Can I reset Windows without deleting any data other than on c:/ ?

it depends on what OS you are on. System crash is very unlikely to happen in windows 10 and the time i have faced a similar issue like your it were the days of windows xp and 7. Once your pc is stuck in a reboot loop, you cant reset it by any means other than reinstalling windows using a bootable disc.
you can also try switching device to safe mode press F8 key. Boot into safe mode if you can , because most of the times the virus disrupts the Master boot table which causes the reboot, then while on safe mode locate the threat and remove it , but this is highly unlikely to happen. Keep us updated .

try what Abhishek suggested and maybe keep off risky sites in the future? I know keygens are used for cracking software but try to keep it legal to avoid the risks
