Tagged image format files(.tif)

They open just fine for me with a fax image inside.
Remember TiFF is just a container. Images inside can be many different formats and encodings. Not all tiff readers can open all possible tiff image formats. The built-in photo viewer can view the most common tiff image formats.

For me i can only see the top image of the tiff when I open it, I'd like to be able to scroll down to see the other images contained in the tiff when opened...
 
I see. That indeed is a problem but a very common problem because I often receive same complains from iOS owners about the same thing when I forward them the fax tiff files. IIRC, even the Windows 8's Metro photo viewer has the same problem (not passing first page). It's not that these tools don't know how to properly view them but the added navigation buttons will confuse a lot of ppl I guess.

That's why most people convert those tiff files into PDF files for distribution. Tiff is unfortunately a dead end format these days.
 
I'm working on a solution to this problem. I published a version of my app for WinRT (Fast Image Viewer) and I'm starting to port it to Windows Phone. There are a few bumps in the road (missing APIs/features), but it looks like it will basically work. I can't promise a specific date, but I will update my status as things progress.
