I don't think there is a separate access point name for tethering. If you are on AT&T you need to add the tethering option to your data plan, or else they add it automatically to your bill.

With iPhones you can modify the APN's and get it free.

While I strongly believe in Net Neutrality, e.g., if you purchase 2GB of internet access, I think you should be able to use it however you want to use it.

AT&T on the other hand, thinks tethering without paying for it is a theft of service.
