The otc updater used to update Windows phone 8 to windows 10 mobile is not running.

Sir I want to update Windows phone 8 to windows 10 mobile since I can't download upgrade advisor app from store only option left is otc updater but after downloading that when I try to run it on my pc a message comes that this app can't run on this pc please check with the publisher I have latest Windows 10 update on my 32 bit pc. I have asked the same question in Microsoft forum but no one is able to solve my problem.
