I believe part of the reason MS might not release a high end phone this in 2014 is because their teams are stretched too thinly to support all the Lumia phones coming out. 500, 600, 700, 800, 900, 1000 (and all their variants) series? Just do a low, middle, and high. That's it. Many of the OEMs will actually cover a good portion of the low and middle and you won't see many high end Windows Phones outside of MS. HTC might do one (W8, a few months late M8) but Samsung, LG, and Sony don't seem to want to put out a high end WP. Samsung quietly put out an upgraded S4 in 2014. So it's really up to MS to cover the high end.
If MS puts some of their smartest engineers and designers on a high end phone, they might be able to come out with some revolutionary feature that people might find useful (not 3D touch).
