Touch response vs. Mouse response

Has anyone else noticed, especially in IE10, that mouse input is significantly less responsive than touch input? For example, while a page is loading in IE10 you can swipe up and down the page immediately while mouse scrolling simply hangs. It also seems as if touch scrolling is much smoother than mouse scrolling, gestures much faster than right-clicking to open the app bar, and lots of other small things like this. It makes the tablet feel much slower than it actually is, considering everything works fine with touch. For the record I'm using a Bluetooth wedge touch mouse. I'm wondering if there's any way to increase the processing priority of mouse inputs.

I've heard that turning off Smooth Scrolling under Internet Options actually makes scrolling smoother. But I don't have my Surface with me to test it out. I've also noticed that touch is smoother. However, many scroll wheels default to scrolling 3 lines at time. You can try lowering it to 1 but I still don't think it will look as good as touch. Even using the scroll wheel on my iMac/Firefox produces jerky scrolling.

No way to increase the mouse priority. Mouse is linked directly to a hw interrupt so it is the highest priority(usb mouse, ps2 mouse not Bluetooth mouse)

On some sites mouse scrolling stutters horribly while touch scrolling is smooth as butter. One site this is really noticeable on is anandtech's (I hate the new layout).

I've noticed the exact same thing, but I also use the wedge touch mouse, so I wonder if it's maybe the mouse that's at fault? This is using the touch scrolling on the mouse, and I assumed that was where the issue was, seeing as how it moves so smoothly using the touch on the surface screen itself. I find the same problem in the Start Screen swiping from side to side. Touch screen is fine but touch on mouse is stuttery and laggy. Perhaps it's a fault with some wedge mouses?
