Transfer games from lumia to laptop

Hi guys..not sure if i posted this question before... But i bought loads of games on the app store on my phone but when i try to download the same games again on my laptop (signed into the same hotmail address) i am told i have to pay for that game. Microsoft said that will soon change..nothing yet tho.anyone know? And also the laptop app store has games that the phone app store don't have and vice versa. Heck... I even saw rayman go for 79p on the laptop app but ?1.29 for the same game on the phone app
