In addition to my last post...pdanet+ is another way to hotspot but...you phone may need to be rooted for it to run...and its worth the $16 to go pro.

After 3 GB my throttling kicked in which was surprising since officially it's 2.5 GB. On ST 3G/HSPA+ I was hitting a consistent 6-7 mbps which is more than enough for HD video streaming.
