Troubles reverting back to 8.1

I'm having issues trying to get back to 8.1 from Insider's W10??
Using the recovery tool but I either get the thor error or when I do get past that it downloads the 1.68gb file then fails to install.. Anyone else seeing this when trying to go back??

Which recovery tool are you using? And how strong is your internet?

I suggest you use nokia software updater as that works for me all the time. And check whether your internet is stable. Perhaps wildly fluctuating speeds could corrupt the download
 
I would also delete everything from the Products folder just in case there is already something in there that is corrupted.
C:\ProgramData\Microsoft\Packages\Products\RM-1096
were the RM-xxx number is your phone version. Delete the entire RM-xxxx folder and try the Windows Device Recovery Tool again. If you do have a slow, shaky internet connection as Chintan commented, you may not want to do anything else on the PC until the download is finished. The download is about 2Gb in size.
Another thing I'd try if there is a different PC or laptop around to try it on that.

my internet speed is around 100Mps., I used Windows Device recovery tool,which is listed here on Windows Central Windows Phone Recovery Tool is now called Windows Device Recovery Tool | Windows Central

I couldn't find C:\ProgramData\Microsoft\Packages\Products\ folder?? I will try a different laptop connected directly via ethernet cable to our router..
 
This is the default folder on Windows 10, possibly different on Windows 8 and 7. It might be under Users/"user"/Appdata/Microsoft. We don't know what OS you have, search for "Packages" on your c drive.
