Inform the developer of truecaller and ask him may be a good idea.

Truecaller basically only works as a search engine for you to search for numbers after a call has been received. It does not pop up in real time on Windows Phone. Never has. They like to advertise that it does, but I've never heard of anyone getting that to work on Windows Phone. It is a limitation in the SDK for WP.
