Trying to.unlock my Focus

I have an old Focus I wanted to give to my mother in law. I asked at&t to unlock it and the have me bs about it not being consumer device. I haven't spoken to them again. But I am curious if anybody knows how to do it or do I have to use one of the sites where you pay for it? Thanks in advance.
