Two telephones means 2 different Whatsapp?

I was under the impression that whatsapp used wifi when possible. Now I wonder if whatsapp uses SMS in all cases? Does that mean that I can not have the "same" whatsapp on my Swedish phone and my Spanish phone? And it also make me wonder how voice is handled in whatsapp. Is wifi used in any circumstances??

In what cases does WhatsApp use SMS? The only case I am aware of is for verification. Everything else uses data - either cellular or WLAN.

You cannot set up a single WhatsApp account on two devices simultaneously.
