Like many people I have had intermittent problems with the Type Cover on my Surface 3. Windows would usually report that the last USB device failed to connect. Detaching and reattaching the Type Cover, or restarting the Surface, fixed the problem.
After installing update 4476976, these failures became much more frequent, and detaching/reattaching did not fix the problem. I cleaned the contacts on both sides to no avail. Restarting usually fixed it, but it would recur after a sleep/reawaken cycle.
I have uninstalled this update, and I'll see whether that restores the previous reasonably-acceptable behaviour.
