UAC Error - Won't run apps when UAC is off, BUT UAC IS on.

I have an Asus Transformer 100 running Windows 8. When trying to open any app, I get the "This app can't run with UAC off". BUT UAC is on and set to the default setting. It seems to do this after I do MS updates. The last time it happened, I found a fix. This time, I cannot. Appreciate any help you can give. Thanks!
