Positive . It was included in tango but was enabled based on manufacturer. You can go to the windows phone page and look at what my icons mean and it's there.

You can test it by allowing bing to use your location and then using bing search.

Yeah, if you open the maps app and click the green icon that looks like that, it will center on your location.
