I am windows insider in active development of windows slow ring, then why i am getting feature update 1803 ? When i am on active development slow ring ,its not released to public version and i am not intrested to download the update until public release

Not sure I'm understanding but it sounds like you should be on the Release Preview Ring, or leave the Insider program altogether if you only want true public releases. Check out this link for info but the long story short is there's no set requirement for which rings receive which builds and the Slow Ring is part of the Development Branch so you shouldn't be expecting only public release candidates.
