USB connection problem, how can I fix it?

USB connection problem

I don't know how did this problem came out. Last week I bought a new 950 handset, removed sim card and sd card from nokia 1520. Yesterday I had to return the 950 and come back to nokia 1520.

It was exactly condition as before. I put sim card an sd card back into the phone. when I tried to plug it into PC, the top screen, says device is charging slowly. Then I plug the USB cable into a USB 3.0 port, it is charging. The main problem is that windows explorer would normally pop out the nokia 1520 and show mass storage on phone when plug USB . Now it does not. I tried plug USB cable into different port, another PC. I also tried soft reset the phone. still same.

The phone is running windows 10 mobile 1151, 10.0.10586.36. PC is running windows 10, version 1151.

How can I solve this problem?

Try a different cable. usually the last thing I try and works sometimes

where can I find the correct driver? does the phone need a driver? or something is blocking mass storage?
