It allows you to use the TellMe speech functionality (activated by a long press on the start button even when the screen is locked, with or without a password). If this feature is disabled you can only access TellMe voice commands once the phone is unlocked and you are in an app or the Start screen. If it is enabled, you can wake the phone, hold down the start button, and use voice commands even without swiping to unlock the screen

Yes, though if you have a phone with a physical and not capacitive Windows key, such as the Ativ S, then that will work instead
