User folder is not deleting

I am using a windows 10 hp laptop. Recently i created an extra local account named as UserOne for editing the registry to change the name of my admin accounts folder but then i dropped that idea and deleted that account from admin > settings > accounts (not from control panel) that account was removed from start up page and from even settings and control panel but the folder was still there so i tried to delete that folder but it says the folder is still open in some other programme i checked the registry in there the files of that account are still there what can i do to completely delete all that users files ?
