I currently have a Lumia 635 running 8.1. I'm about to get the 650. Can I take the SD card I have in the 635 and just stick it the 650, or is it better to insert a blank card and re-download all my apps?

Apps stored on the existing card won't transfer over to the new phone but media and pictures will be accessible.

Apps are always downloaded by zero, you can't move them from a phone to another. But you an move photos, videos and backupped Whatsapp chats.

Remove sd and put in your phone, after that it will inform you "I must delete another phone apps for installing new ones, proceed?"

All the rest, you'll find there as before (pics, etc)

You need to download apps again.
When you store apps on SD it create entry in phone and store data on SD. When you switch SD then data may available to your phones but there is no entries in your phone means it does not shoes in start/app list and you can not access it.
So best suggestion is format SD and redownload apps
