If I made an app with visual studio 2010 (for windows phone 8.1) with visual basic language or c# will it work on windows 10 mobile? And how can I test my apps on my mobile after I finish them?

Yes. Apps for Windows 8.1 run on Windows 10 Mobile.

But... you might be better using Visual Studio 2015 to write for Windows 10 Desktop and Mobile - many more combined users.

If you do want to use 8.1 phones and VS2010, search for "Windows Phone Developer unlock". That should help get your phone able to run apps you write.
