Voicemail does not show till LTE / 4G ON

Due to my low data plan (200MB/mo) i normally dont turn on my LTE/4G unless i need to get emails or text while on the road.
I have been missing my voicemails because they do not show up or provide any indication. I do get missed calls notification but if the caller leaves a voicemail it does not notify me unless i turn on LTE/4G and when i do turn it on they do notify me and also shows time of msg and date.

Is there anyway of getting voicemail notification without turning on 4G
