You can try out VIDEO 360. It can play locally stored vidoes or via URL. URL doesn't work very well. Give feedback. It works on Desktop and Mobile. I use it to play locally stored 360 degree videos. Smoother playback anyways.

Get Perfect Tube for free to watch and download YouTube videos. There are a lot of 360 VR videos on YouTube. Perfect Tube can download them onto your computer or mobile. Then watch them with the VR app Video 360. It's not too terrible. You can reposition the video (swipe) with your fingers instead of having to physically rotate your phone or move around. It does have an issue with audio often times.
