I have paired my M8 to my new Jetta SE and it mostly works pretty good but there are a couple if issues.

First is that the volume of the voice navigation (Here Drive+) is very low compared to music and phone. Both volume controls are maxed on the phone (30 for audio and 10 for phone) and volume in car is set so music and phone calls are at a comfortable level, but the text-to-speech voice used by the navigation is barely audible.

Second and more important, if I am not playing any music or pause music then the voice navigation is also paused. I think the car is only seeing one source called Bt Audio and if that is paused all audio is paused. So, no voice nav unless I also want to listen to music on my phone. I haven't tried it with other audio playing such as FM radio but I suspect I will only get voice nav if the car is on Bt Audio and something is currently playing.

I am going to read thru the cars audio and Bt system manual to see if there is anything I can do. Any help or suggestions will be appreciated.

I have a different phone so take this for what it is worth. I spent the weekend driving in someone's new Jetta and found the Bluetooth setup to be very primitive in comparison to my Toyota. The person driving uses an iPhone 6 and even that seemed a bit challenged regarding volume. You may have to wade through VW stuff to address since it could be as simple as an auto equalizer amplifying voice or over amplifying music/multimedia. This is not a problem with my 928 and Toyota. Voices are quite loud. The problem with Here Drive not giving voice navigation prompts unless music is playing though is a limitation of the app. It is also extremely annoying since, as the display in my Toyota indicates, WP 8.1 otherwise does use the phone function rather than straight multimedia for voice responses. Just another thing I dislike about the app.
