I am planning to buy a factory UnLocked Lumia 822 from EBay so just wanted to clear a few doubts.

Is a factory Unlocked phone Unlocked by Verizon or third party?

If it is Unlocked by Verizon, the only way its possible is after 2 months of contract an UnLock code is provide by Verizon as suggested by this links

Can Verizon give me an unlock code for this phone even if I am not a customer? - xda-developers

So in the above case do I also need to get the UnLock code from the seller, cause suppose I update the Phones firmware or OS are there any chances of it getting Locked again?

Apart from the above mentioned way of getting UnLocked phone from verizon is ther any other way of getting Phone Unlocked from Verizon or the above mentioned way means its Factory UnLocked.

Also can I verify if phone is legitimately factory unlocked or its third party unlocked.?

What carrier are you planning on using? Do you understand the difference between CDMA and GSM?

Addendum, I see you are not in the U.S. The only part of that phone that is unlocked is the GSM part left unlocked by Verizon, but don't get it for a GSM network where you live, you will not be able to get all the functions working properly.

So U mean its Unlocked only for GSM networks in USA and it may not work properly on GSM networks in India.

Verizon is a CDMA carrier. Their 822 is a dual band CDMA/GSM phone. Like I said, the GSM part is now factory unlocked, but the MMS function is locked to Verizon and you can't change it. You want to find a 822 that is unbranded and unlocked or one from like Europe or a U.S. GSM carrier like AT&T or T-Mobile.

"unbranded and unlocked " So by Unlocked U mean UnLocked by Third party App?

And as Lumia 822 is only branded/manufactured for Verizon by Nokia and I GUESS sold solely by Verizon I doubt it will be available from other carriers.

Well thats a confusing advice. Now the only thing you need to concern is whether the phone will work on your carrier.

First you need to make sure that the phone is "unlocked". Locked means that Nokia made that phone for a certain carrier and the software is restricted such that it can only recognize the intend that carrier's sim card. The ones that Nokia did not made it locked down to a carrier is the so called "factory unlocked" aka "is unlocked since it rolled out of Nokia's factory". The other one is the general term "unlocked" which can simply means the phone is not locked down to a carrier or someone manage to get a code to unlock a "locked" device, and the source of the code can be anywhere unless specified.

Second thing you need to be aware is the frequency the phone is operating. It needs to match the frequency that your intended carrier service is operating. But of course since 822 is made for Verizon it will certainly be fine on V's network.

And last branded mea ns the OS or simplyunderstand as the software part has some carrier specific customization. Some aggressive carrier will cripple the phone for some reasons. Which is why there are people that preferred "unbranded" phones. However if the "branded software" includes settings to work well on their network, a unbranded device will be at risk for some common problems like missing mms, delay text, choppy data and so on...

Anyways, good luck.
