If it really is Windows Defender that keeps restarting, then something to try is: 1) Get into Advanced Startup Options (https://www.lifewire.com/how-to-access-advanced-startup-options-in-windows-10-or-8-2626229) probably method 4,5,6. (Or on some systems power cycling several times at boot will force it to be entered) 2) Disable this option: https://www.bleepingcomputer.com/tutorials/disable-early-launch-antimalware-protection/ NOTE: If you disable the early malware check, I'd upgrade your OS to the latest Windows 10 upgrade (1709) and then re-enable.
