What is this lightning symbol and small cog symbol that appears when turning on my phone?

Lightning symbol and small cog symbol appear when turning on phone and wont shift help!!!!

HI guys! really worried about my phone. i have turned it on and a the symbol as quoted above appears and wont go away, i have tried turning my phone on and off again but the phone automatically turns itself back on! in really worried so help is much needed!

Try plugging to the phones wall charger and hold the off and volume down buttons together for 10 seconds.
When the phone vibrates let go and see if it restarts.
