What reset options are available for Windows phone 8.1

two types of reset you can try

One is a soft reset where you press both power and volume down buttons at the same time until phone restarts. Then try what you wanted to try
Second is where you do a hard reset but this means all your data, settings, apps will be removed unless you've done a backup

Could you share which phone you are using and which OS you're on? Before you do a hard reset
