What should I do if my action center/ notification center is not functioning?

I am using Nokia Lumia 720 windows 8.0 and I can't swipe down my screen to access the notification center. What should I do to fix this problem?

Swipe down for action Centre was introduced in windows phone 8.1. If you're using windows phone 8, then you need to check for the update.
