There is no such device as Lumia 1030.

No 1030 exists at this time perhaps you mean 1020?

The L1030 has only been a rumored device - it doesn't exist yet, and there's no certainty that it will ever exist. Once it comes into existence and is released by Microsoft, it's safe to say that the phone will reach the Philippines 1-2 months after the release. But like the L1020, this will most probably come as a Country Variant (not with Globe or Smart or Sun Cellular).

If you were referring to the L1020, it has been available in the Philippines for more than a year already... in fact, my L1020 has just died but is still under warranty, so I'm having it repaired. It only exists as a Country Variant, as seen in this link. You can also check the same link to know which phones are officially available in the Philippines.
