Read official news and follow Dona Sarkar and her team. RS2 will be more a Core rewriting than a new feature show

RS2 will have new features and will also focus on core rewriting.

When the updates will come? Don't know. Like mentioned above, follow dona Sarkar and her team and even join the insider if you feel up to it.

my personal opinion would be in a few weeks, probably after 3-5 updates
