When Windows phone 8 and Windows 8 be the same in the market?

Good to everyone, wanted to know in that State goes the annunced union by Microsoft Windows 8 applications for pc and laptops and Windows phone 8 for mobile? They come together? A greeting and thanks

That's an ongoing progress. It has not yet been announced, when both operating systems will "merge". It could possibly happen with the launch of Windows Phone 9 and Windows 9, even though I personally rather expect it to happen with version 10.
Microsoft initiated this process when they ditched the Windows CE kernel that was underyling Windows Phone 7 and replaced it with the Windows NT kernel, which is used in Windows desktop OSes. With Windows Phone 8.1 they formed the next evolution.

Not in the near future, thats for sure.

It will take a massive iteration on both ends and while many things are bridging the platforms now, I don't expect it to be anytime soon.
Perhaps in two-three years is my inclination.
But really, only MS knows, assuming they do.

They aren't likely to merge Windows and Windows Phone but Windows RT and Windows Phone.
