Where has to speech to text icon gone?

I cant dictate SMS ( texts ) or emails anymore

I did a hard reset yesterday . I'm on 8.1 - prior to the reset - i had a little microphone option on texts and emails that meant i cld dictate messages - but now it has gone .

How Can I get it back

Do you have Speech Recognition Service enabled under Settings >> Speech?

I discovered it came back when I enabled Cortana
