Depends on your settings ...my files are visible in file explorer > sd card > downloads

As I recall, I had to download File Explorer from the Store ... it did not come standard.

If you're on Windows Phone 8.1, look in the Store for an app called 'Files'. On Windows 10 Mobile, there's an app called File Explorer already in the OS
