Somewhere along the line, and I can't remember if it was on GDR2 or Windows 10 Mobile, because I've had both, it changed the name from Internet Sharing to Mobile Hotspot. I do know that the feature is under "Network & Wireless", if I'm not mistaken, on the 640 / 640XL, since they have GDR2. The settings are actually organized into groups instead of all under "Settings".
