Which flagship will have the best developer support??

I started out with iphones back in 2007, switched to Android in 2010 and loved the openness, flashing roms, customizations, etc etc

WP8 has REALLY caught my attention with the amazing hardware and merge with desktops/tablets. But I still can't leave well enough alone, and know I will get the mod bug with a WP8 phone. With that in mind, which new flagship (920, 8X, Ativ S) will have the big development?

It seems like the 920 is the most anticipated, but could be limited by carrier choices. What do you all think? And as a more general question, what types of things are people doing with development/roms on WP7 that are noteworthy as "worth it"?
 
Nokia, hands down. They are actively pursuing developers for the WP platform.

However, HTC has lots of opportunity as well (and is expressing interest), so I would put them second for now... although their past record is dubious at best.

Samsung might be changing their tune after their Apple defeats in the US, but they're doing well elsewhere, so I wouldn't hold too much hope in their paving the way. Not yet, anyway.
 
As far as hacking the phone, in WP7 HTC probably has the most support. I'm not 100% sure about that since I'm not into hacking my WP, but I know the HTC's are popular for hacking.
 
Majority of third party developers are going to be writing for all devices. You'll see some offering (timed) exclusives to Nokia because they are paying them.

thats good to hear...I've had the HTC One X and now the Galaxy S3. If they Ativ S and 8X share a lot of the hardware with their android counterparts, the 8X will blow the Ativ out of the water. The screen and camera are MILES ahead on the One X, the tech reviews really didn't prove how much nicer they are. I know Nokia also excels with cameras, so it's not going to be an easy decision for me between the 920 and 8X.
